The ministry of the Latin Patriarchate of Jerusalem among Catholic prisoners was founded by Sister Isabel Echaide FMM together with Father George Vimard. The first visit to a prison was in September 1996. Monthly visits are made to various civilian prisons throughout Israel by a team of priests and religious, who offer spiritual counseling, prayer and twice a year can celebrate the Eucharist, at Christmas and Easter. In 2015, the team visited seven prisons and ministered to a total of over 120 prisoners (half interned in the Holot Detention Facility in the Negev where asylum seekers are held). The majority of the Catholic prisoners are migrant workers and asylum seekers from Africa, Latin America and Asia.
